Project scope
Three business units: BT Business, BT Openreach and BT Networks

The challenge

BT Group commissioned Pro Safety Management to conduct a CDM gap analysis across three major business units: BT Business, BT Openreach and BT Networks. The objective was to assess alignment with CDM 2015 regulations and provide strategic recommendations to enhance governance, role clarity and contractor management.

We assessed three major BT infrastructure projects, each offering a distinct view of how CDM responsibilities were being applied in real project environments.

Our approach

  • Documentation review

CDM policies, procedures, risk assessments and contractor management frameworks.

  • Stakeholder engagement

Interviews with BT health and safety leads, CDM clients, project managers, contractors, designers and suppliers.

  • Site visits and observations

On-site assessments across all three workstreams to evaluate real-world CDM compliance.

  • Strategic roadmap

A comprehensive blueprint outlining opportunities to continually improve CDM governance.

Outcomes & impact

  • All recommendations taken forward and integrated into BT’s CDM transformation roadmap, as confirmed by BT’s Senior Manager for Group Safety Governance & Assurance
  • Seven strategic focus areas identified: leadership, delegation of responsibilities, organisational set-up and duty holder roles, CDM competency, contract and commercial agreements, a unified framework, and a centralised governance team
  • A blueprint for embedding best practice and consistent standards across future projects
