The challenge

PSM provided expert CDM project management support alongside senior VBTS programme managers, to establish and mature a robust health and safety framework across three workstreams (dark fibre, HV transmission and service management) at approximately 100 sites.

The challenges were ensuring CDM compliance across all network construction activities, identifying and mitigating risks, upskilling Vodafone project teams, enhancing health and safety practices, facilitating stakeholder coordination, and adhering to strict National Grid safety standards for training and on-site approvals.

    Ensured Vodafone’s compliance with CDM regulations by overseeing Principal Contractor duties.

  • Strategic delivery coordination

    Coordinated the strategic delivery of CDM practices to meet legal responsibilities, as a single point of contact for questions on interpreting the law.

  • Performance measurement

    Weekly and monthly health and safety performance meetings assessing CDM compliance, client requirements, internal competency and key project risks.

  • Documentation sampling

    Reviews of CDM documentation and internal Vodafone policies throughout the mobilisation and construction phases.

  • CDM training and project coaching

    IOSH accredited CDM for Telecoms e-learning and project-specific coaching for Vodafone teams.

Outcomes & impact

  • Early engagement set a strong philosophy for compliance with the CDM regulations and the avoidance of construction risks
  • Weekly 1-1 CDM guidance and group sessions for project team members, with key members completing PSM’s IOSH accredited CDM for Telecoms e-learning
  • Proactive risk management, including reducing Vodafone’s project risk of prosecution for non-compliance
  • A CDM framework and systems that proved effective and replicable, setting a benchmark for future contracts
